Professional Services Review (PSR), an agency under the Department of Health, Disability and Ageing, is seeking a 24/7 Digital Forensics and Incident Response (DFIR) retainer service to support rapid cyber incident response within a regulated Australian Government environment.
The PSR agency administers the PSR Scheme to investigate Medicare-referred cases of possible inappropriate practice relating to Medicare, the Child Dental Benefits Scheme and the Pharmaceutical Benefits Scheme.
The arrangement sought by PSR will aim to provide immediate access to skilled DFIR specialists to assist with triage, containment, investigation, recovery, and reporting during security incidents, along with on-demand forensic services such as endpoint and cloud investigations, malware analysis, log review, and breach assessment.
The successful provider must meet strict security and compliance requirements, including Australian Government Information Security Manual (ISM) alignment, data residency within Australia, personnel holding at least Baseline security clearances, and adherence to Privacy Act and Notifiable Data Breaches obligations.
Services must be available 24/7 with SLA-based response times (including less than 1 hour for critical incidents), clear escalation pathways, and both remote and onsite capability.
The commercial model includes an annual retainer for initial response services and time-and-materials pricing for additional work, with a clear distinction between included and chargeable services.
Submissions will be evaluated based on technical capability, security compliance, experience in regulated environments, pricing, and local response capability, with mandatory requirements including 24/7 availability, Australian-based delivery, DFIR experience, and full transparency in pricing and SLAs.
