Optus said the NBN plan has the potential to fundamentally change the Australian telco landscape and create a competitive playing field.
Paul O'Sullivan, CEO at Optus, said, it would end Telstra's "monopoly control of the national communications network into Australian homes".
"The NBN will not be built without regulatory reform," he said.
"Optus has advocated for a regulatory framework built around four pillars."
According to O'Sullivan these pillars include; Structural separation; Open access principal; Cost based pricing; and ACCC oversight.
"The success of this model will ultimately be judged on whether a competitive market structure is established, offering broadband at attractive prices to as many Australians as possible," said O'Sullivan.
