NSW Department of Customer Service seeks vendors for survey database modernisation

The New South Wales Department of Customer Service has issued a tender for the cloud migration and modernisation of its Survey Control Information Management System (SCIMS).

The procurement outlines requirements for replacing the existing SCIMS platform, which was developed in the late 1990s.

Current survey data is stored across multiple systems including Oracle databases, Informix platforms, Microsoft Access, SharePoint and Excel spreadsheets.

The tender specifies consolidation of these dispersed systems into a single cloud-based database hosted within the department's Amazon Web Services (AWS) account is required.

Vendors must deliver a solution supporting 300,000 existing survey marks with expected annual growth of 2,500 additional marks.

The platform should have 98 per cent system availability with application programming interface requests, and endpoint uptime of no less than 98.5 per cent of the time.

The solution must incorporate a responsive map viewer interface optimised for desktop and mobile devices.

Vendors must implement a self-service data submission interface allowing customers to upload survey data, images and Locality Sketch Plans (LSPs).

The system should also support individual and bulk data submissions with automated and manual quality assurance workflows.

Real-time stock management capabilities must track inventory across manufacturing warehouses, the central Bathurst facility and 13 distribution centres.

Security requirements include role-based access controls integrating with OKTA authentication and multi-factor authentication support.

Selected vendors must also comply with certification requirements including ISO/IEC 27001, SOC2 Type 2, or Information Security Registered Assessors Program standards.

The tender closes on July 25, with an estimated decision date of November 29 this year.
