Winn originally agreed to join Telstra for two years when he first arrived in Australia in August 2005.
However after three-and-a-half years, he will retun to his family home in Arizona, to pursue his personal interests, on 31 January.
As COO, Winn headed Telstra's networks and operations and has been a key driver of the company's IT systems, networks, product development and procurement processes.
Trujillo said he was integral to in building Telstra's nationwide Next G" mobile network, as well as the company's Next IP" network.
Winn also oversaw delivery of dramatic field workforce productivity improvements focused on reducing costs while demonstrably improving the customer experience.
He will remain a consultant to the CEO until March 31, 2009, to ensure a smooth transition, said Trujillo.
Winn's position as COO will not be filled, instead most of his direct reports will report to Trujillo.
Members of the CEO Leadership Team will report to chief financial officer, John Stanhope.
