The Reserve Bank of Australia (RBA) has issued a Request for Proposal (RFP) for a major technology project, seeking a system integrator to provide application migration services.

This project, the Core Modernisation Program (CoreMod), is aimed at upgrading the Bank's core infrastructure, enhancing its operational capabilities and addressing obsolescence risks.

It includes a data centre migration to a new co-location site, and an application migration as part of the RFP.

For the project, the RBA is looking for a partner to transition all in-scope applications from its legacy data centres to new target state environments.

This migration is not simply a lift and shift as the aim is to ensure improved reliability, scalability, and long-term operational sustainability.

The scope of services includes validating and preparing detailed designs, solutions, and migration plans for all in-scope applications, services, systems and workloads from the bank’s legacy head office and BRS data centre infrastructure to the target state.

It also involves the migration and operational handover of all specified applications, services, systems and workloads currently operated by banking, IT and corporate.

Requirements for the selected vendor will inclue validating and preparing a bill of materials (BoM) for any additional migration software required.

The selected vendor will also be responsible for all required planning, design, comprehensive testing, implementation and operationalisation.

Post migration, the vendor must provide hyper-care for four weeks after each completed migration.

The RBA specified that services should be performed in Australia and that all data must remain in country.

Evidence of the following accreditations is required by vendors: VMWare Principal Partner, Microsoft Azure Expert MSP and either of IBM Partner Plus (Silver or above) with skills in IBM Sterling & IIB; or Oracle (Cloud Solution Builder & ISV Partner and/or Peoplesoft).

This is a two-stage, with the first, screening part closing on January 22; the second stage with detailed RFPs from invited via AusTender closes on February 26.

Contract execution is set for May 2, with services commencing in June this year.

Project completion for the fixed-price, milestone-based contract will be December 2026,
