DFAT looks for manager of new 2024-2028 Southeast Asia and Pacific Cyber Program

The Department of Foreign Affairs and Trade (DFAT) is seeking expressions of interest (EOI) from suppliers to manage and deliver key components of its new 2024-2028 Southeast Asia and Pacific Cyber Program.

The four-year, multi-million-dollar program aims to strengthen cyber security resilience across Southeast Asia and the Pacific by building cyber security capacity, improving incident response readiness, and fostering robust regulatory and governance environments for cyber security.

There will be the option to extend the program for an additional four years on a “similar budget envelope”.

The SEA-PAC Cyber program is a “critical element” of Australia’s broader international cyber engagement strategy, aligning with the 2023-2030 Australian Cyber Security Strategy, the request for expressions of interest states.

An industry briefing about the program will take place on 10 December 2024. Expressions of interest close on Friday 17 January 2025.

DFAT wants a primary contractor to lead a consortium and other potential sub-contracted organisations that will deliver key components of the program, worth up to $46 million.

The program’s primary focus will be on “target countries” in Southeast Asia and the Pacific.

It has three main pillars: “capacity development”, “prepare and respond”, and “enabling environment”.

It includes technical training and “enhancing government cyber security capabilities”, working with partner governments to develop and implement country-specific annual work plans, overseeing delivery of cyber security exercises to improve incident preparedness and response; procurement and deployment of secure-by-design hardware and software and accompanying training.

The program also includes organization of regional events to promote shared understanding of cyber and critical technology laws, norms and standards, and development of national and regional cyber policies, regulations, and legal frameworks.
