Alexandrina Council, the South Australian local government covering the Fleurieu Peninsula and Lower Murray, has gone to market for a secure, cloud-native managed certificate service, inviting quotes for a certificate lifecycle management and public key infrastructure platform delivered “as a service”.
The council said the successful respondent would manage user and device certificates to support secure authentication, encryption, trust validation and access to council systems, applications, services, devices and network infrastructure.
The scope covers the centralised management of digital certificates, certificate authorities and cryptographic keys, and the full lifecycle of certificate discovery, issuance, provisioning, deployment, renewal, replacement, re-keying, revocation, monitoring and governance.
It also includes establishing and administering certificate authorities (CAs) and subordinate certificate authorities (SubCAs), integration with the council's device management, security and operational platforms for automated certificate lifecycle management, and reporting, auditing, compliance monitoring and certificate-inventory capabilities.
The council said it wants services spanning on-premises, cloud and hybrid environments, along with implementation, configuration, training, documentation, knowledge transfer and ongoing support.
The council put indicative volumes at 2,500 certificates, one certificate authority and two sub-CAs. The contract runs as a one-year term plus two further one-year options, each contingent on successful delivery, for a total of three years, billed monthly.
The council said the required certificate services span two physical data centres - DC1 at Equinix Adelaide and DC2 at the council's Goolwa site - with the broader service-delivery area taking in Goolwa, Hindmarsh Island, Port Elliot, Milang, Mount Compass, Strathalbyn and various offsite and remote working locations.
The council noted its procurement includes a focus on recycled content and environmentally preferred products, with a sustainability factor forming part of the non-financial evaluation.
