NSW Police seeking Microsoft Licensing Solution Provider

The NSW Police Force (NSWPF) has released a tender for the delivery of Microsoft licences, subscriptions and Azure services.

The current Microsoft agreements - consisting of an Enterprise Subscription Agreement (EAS), plus a Server and Cloud Enrollment (SCE), a licensing vehicle under the Microsoft Enterprise
Agreement that enables organisations to standardise on one or more Microsoft Server and
Cloud technologies
 - will expire on 31 May 2026, and the selection of a Licensing Solution Provider (LSP) will be locked in prior to mid-March 2026.

Existing Microsoft software and services have been procured by NSWPF via a Microsoft EAS, SCE and Microsoft Products and Services Agreement (MPSA) - a transactional licensing agreement for commercial, government, and academic organisations with 250 or more users/devices - via a single LSP.

NSWPF intends to select one Microsoft LSP for the provision of all deliverables within the scope of this current tender to ensure end to end accountability; this includes all suppliers and its subcontractors.

The NSWPF said that the procurement is "essential for ensuring that the NSWPF's digital infrastructure remains secure, compliant, and efficient".

Currently, the NSWPF utilises various Microsoft licenses and services, including Microsoft 365, Dynamics 365, Power Platform, and Server CALs, all managed through the existing supplier.

Along with Bill of Materials preparation and support, the LSP must also provide quote generation, invoicing generation and reconciliation, payment processing and remittance to Microsoft, renewal reminds and assistance, and Basic License Position reporting, alongside other deliverables.

It is anticipated that this NSWPF Microsoft Licensing Solution Provider agreement will commence on 1 June 2026. In the unforeseen circumstances where there is a potential delay of the establishment for the NSW Government AoG Panel, this agreement will commence on 1 June 2027.

The new agreement with Microsoft is expected to be for a term of five years with one two-year extension.

The tender closes on 6 February 2026 at 3:00PM.

In 2025, the NSW Department of Customer Service (DCS) announced the intention to create a new procurement panel for Microsoft LSPs.
