NSW DCS hunts for risk management and compliance software solution

The NSW Department of Customer Service (DCS) has released an expression of interest (EOI) for an integrated software solution for risk management and related governance functions.

DCS is a central agency of the NSW Government and 'the front door' for delivering Government services to NSW's citizens and businesses.

DCS lacks a centralised system that brings together, risk, compliance and business continuity planning, with existing processes often relying on fragmented tools, duplicated reporting, or labour-intensive manual inputs.

The purpose of this EOI is to assess vendor capability to deliver Phase 1 of Minimum Viable Product (MVP) activation, representing Day 1 functionality that enables uplift of the Department’s risk, compliance and business continuity functions in a single integrated platform.

This includes high quality reporting; encouraging frequent and considered management of risk; a centralised view of DCS' compliance obligations; capture of breaches and incidents as they occur; support for continuity planning and crisis coordination; and business impact analysis.

In addition to the above, the Department is seeking to understand whether vendor solutions can provide support for installation, configuration and customisation; the ability to onboard users, including training and guidance artefacts; in-built linkages with existing DCS platforms including SAP; and role-based access and audit capabilities aligned to security and accountability expectations.

Optional information may be provided on integration pathways with existing DCS platforms (e.g. SAP); reporting and dashboard functionality; and workflow and data management functionality.

This EOI will inform a future procurement process, and while detailed implementation planning is not required at this stage, vendors are asked to provide indicative pricing to support future procurement scoping.

The EOI closes on 24 October 2025 at 3:00 PM.
