Goulburn Valley Water seeks panel of digital services partners

Northern Victoria's Goulburn Valley Water has launched a tender seeking specialist providers to help deliver its digital transformation agenda across northern Victoria.

The regional water utility has issued a request for proposal for a Digital Program Delivery Partnership Support Panel, aiming to establish relationships with three to five qualified partners.

GVW serves more than 130,000 residential customers across 54 towns and cities, alongside nearly 7,000 businesses ranging from small shops to major food processors.

The utility needs external assistance to accelerate delivery of its Digital Program, which was established in 2020 following a comprehensive review of its Business Optimisation Strategy.

The program includes multiple projects spanning customer relationship management, billing systems, asset management, business intelligence, and operational technology upgrades.

Partners will provide implementation services, decommissioning of legacy systems, strategic support, and digital project resources across various roles including project management, solution architecture, and business analysis.

GVW will evaluate proposals based on technical capability, methodology, cultural fit, cost, and alignment with the Victorian Government's Local Jobs First and Social Procurement policies.

Successful panel members will be contracted until June 2028, with potential extensions available.

The tender closes on 29 April 2025, with further information available through the Buying for Victoria eServices Register.
