Caesar joined Telstra in 2006 as executive director of Customer Management Teams responsible for its 1,500 enterprise and government customers nationally.
Prior to this, she spent 20 years at IBM, starting as a sales representative at IBM Australia rising to become vice president of IBM Asia Pacific's Intel Server division.
Formerly executive director of National Sales at Telstra Enterprise and Government, Caesar replaces Kate McKenzie, who has been appointed as group managing director, Strategic Marketing.
Caesar said she was delighted to take on the role of GMD, Telstra Wholesale and is looking forward to taking her place on the CEO Leadership Team.
"Telstra Wholesale is one of the most exciting and issues-rich parts of the company, and I am very excited to have the opportunity to lead the division at an important time in its history," she said.
"Telstra values its wholesale customers and I hope to build on the strong relationships that Kate McKenzie forged during her time in the role."
In her new role, Caesar is responsible for the financial and working relationship with Telstra's enterprise and government customers.
Sol Trujillo CEO Telstra said that Caesar's consistent performance and her background overseeing large strategic customer relationships were ideal for the Telstra Wholesale role.
