Government invites submissions on next phase of cyber strategy

​​​​​​​The government is inviting submissions about the next phase of the 2023-2030 Australian Cyber Security Strategy, releasing the Horizon 2 Policy Discussion Paper for consultation.

The discussion paper will continue the existing collaboration with businesses and citizens on identifying and developing policy options that will best position Australia to be a cyber resilient nation.

Once feedback and ideas from the policy discussion paper are considered, a further industry co-design process will be undertaken on the specific actions and initiatives to take forward in Horizon 2. 

The Cyber Security Strategy sets up a framework for government to take action to uplift Australia’s cyber maturity and preparedness over three horizons, aiming to making Australia a world-leader in cyber security by 2030.

Horizon 1 began in 2023, when the government's cyber security policy was introduced, and has already seen the government address critical gaps in its cyber shields, build better protections for vulnerable citizens and businesses and support cyber maturity uplift across the region.

In Horizon 2, taking place between 2026 and 2028, the government will aim to make further investments in the broader cyber ecosystem, continuing to scale up the cyber industry and grow a diverse cyber workforce. 

Horizon 3, from 2029 until 2030, the government will lead the development of emerging critical technologies capable of adapting to new risks and opportunities across the cyber landscape. 

The new consultation period will run until 29 August 2025, with further consultation and industry co-design on specific actions and initiatives to occur later in 2025. 

The Department of Home Affairs will hold events via Microsoft Teams during the consultation period to provide an opportunity to discuss the discussion paper and support development of submissions. The first event will be on Tuesday 5 August and the second on Thursday 21 August.
