DTA seeks feedback on whole-of-govt digital sourcing review

The Digital Transformation Agency’s (DTA) independent strategic review of its whole-of-government, single seller digital sourcing arrangements has started, with feedback sought from industry stakeholders.

Announced in November last year, the review will examine arrangements currently managed by the DTA with SAP, Oracle, Microsoft, IBM, Amazon Web Services and Rimini Street.

The review assesses if current government single supplier arrangements (SSAs) are fit-for-purpose, deliver value and align with digital transformation objectives.

"The work forms part of our efforts to ensure that our sourcing arrangements between buyers and sellers of digital products and services continue to support the government into the future," DTA’s Nicole Bain, branch head, whole of government contract negotiations branch, stated when the review was announced.

"In the context of the significant shift we are witnessing in digital products and services, it is natural that we also evaluate the marketplaces, panels, and agreements that support the procurements that underpin the government's digital transformation investments."

Canberra ICT consultancy firm SolsticeIT was picked by DTA to assist with the review, after a tender.

Input on the review focuses on the contracting model for the SSAs, comparisons with other jurisdictions and the ecosystem impact. 

DTA is also seeking input from the industry on whether there are any unintended consequences of the SSAs, and if so, suggestions for mitigation strategies for these.

The initiative follows the DTA's work to establish the Digital Marketplace Panel 2.

It reflects the agency's commitment to operating digital sourcing arrangements that support the government's broader digital agenda.

Whole-of-government arrangements were first introduced in 2009 to provide benefits and savings to the Australian Public Service through economies of scale and consistent contract terms and conditions.

These arrangements have traditionally delivered volume sourcing benefits, discounts, streamlined contracting and improved terms for security and privacy.

DTA is aiming for the review to be completed by the middle of 2025.
