The City of Bunbury, a local government area in the South West region of Western Australia, has released a request for information (RFI) on an Enterprise Resource Planning (ERP) solution capable of streamlining and modernising its core business processes.
The City of Bunbury is one of four local governments comprising the Greater Bunbury urban area with an estimated population of almost 32,000.
The RFI process is described as helping to inform the City's ERP modernisation efforts by understanding available market solutions, with regards to functionality, costs, implementation approaches and resourcing requirements, while refining business needs and project outcomes.
The City is also seeking information on deployment models, implementation approaches, licensing structures, and the total cost of ownership for the proposed solution.
Through the delivery of The City’s Digital ICT Plan 2022, several new software solutions have been implemented with an initial focus on front-end improvements such as digitalising customer transactions, customer requests and streamlining information.
However, these projects have been delivered without the uplift of The City’s core business systems, with this disaggregation of technology systems leading to an increase in manual processing for certain teams, due to significant integration challenges with new applications and The City’s legacy ERP system.
Data is currently held across several databases, systems and departments which remains a substantial barrier to providing for efficient business process and real time data to support improved decision making and customer-centric activities and services.
As a result, the City has identified the need to now address its core ERP system, in order to innovate, effectively integrate new technologies, meet customer demand and follow best practice security and data management practices.
The City requires an ERP Solution that retains all existing functionality while enhancing and improving upon current capabilities.
Within the current environment, the City said there is “obvious potential” for automation to improve efficiency and productivity by reducing the time that staff spend on administrative tasks.
This automation will allow the business to focus on more people-centred and value adding efforts.
The City is exploring various approaches to the implementation, ongoing management and service delivery.
These options may include provision of the software without implementation services; a complete solution including software, implementation services, training and technical support; assistance with integrating the ERP Solution with existing systems, data migration and interoperability in conjunction with The City’s in-house capabilities or third-party providers; or the provision of ongoing operational support and maintenance following ERP implementation, including help desk services, system updates, enhancements, performance monitoring, and release/change management, delivered by the vendor under agreed service levels.
The final scope may involve a combination of these options, with this decision based on the information gathered through this process and The City’s evolving requirements as the project matures.
