Queensland's Department of State Development, Infrastructure and Planning (the department) has released an Invitation to Offer (ITO) to support delivery of the My Development Assessment System 2 (MyDAS2) Remediation Project.
MyDAS2 is built on an Appian platform and is a critical business system used by the department to manage approximately 3,000 development applications annually.
A comprehensive review and investigation of the MyDAS2 platform was first initiated in 2023 and concluded confirmed that remediating the MyDAS2 system is the most viable and cost-effective option to meet evolving business needs.
The objective of the technical partner engagement is to provide managed Sservices and support for the current MyDAS2 application; ICT professional services skilled in the Appian platform, to deliver project support and technical deliverables within the remediation programme; and ongoing support and management for the MyDAS2 application throughout the remediation project.
Throughout the remediation works, the engaged supplier will develop a suite of technical documentation including support guidance materials enabling the department to provide, or secure through an outsource arrangement, a long-term future support partner for the remediated MyDAS2 application following the project conclusion.
The remediation phase is intended to address existing platform limitations and enhance functionality, supporting the department’s operational efficiency in development assessment processes.
The supplier will support the department's internal Information and Technical Services (ITS) branch through a comprehensive information transfer based on the supplier developed technical documents and redevelopment of the Customer’s MyDAS2 application architecture framework.
Major remediation components include integration of the Delivery Application (DA) Appeals process into MyDAS2; data fabric enhancements; development of new portals or functions in MyDAS2; and template automation for improved efficiency and consistency.
The supplier will provide managed services to ensure the provision of retainer-based support for the MyDAS2 application; issue resolution, break-fix, enhancements, and operational support; and onshore support and issue escalation through active and local client management.
The managed services will also cover system enhancements, new portals and functions not addressed within remediation project works, as well as support and deployment of delivered remediation deliverables throughout the project.
Following completion of the remediation requirements and deliverables, it is intended the technical partner will continue to provide managed services to support the application post-delivery for a period of six months.
The management of the Appian software platform, vendor relationship, contract, or licensing structures, including testing of the enhancements or user training, are all out of scope.
