The Western Australia Department of Transport (DoT) is establishing a panel arrangement of contractors and delivery partners to provide ICT services and to support the agency's wider transformation.
It's anticipated that three to five contractors will be appointed to the panel.
The department will award contracts under a three-year head agreement with two optional two-year extensions, potentially creating a seven-year engagement across multiple service providers.
DoT's previous ICT panel arrangement expired on 30 November 2024.
This comprised four vendors, with ongoing contracts from that panel continuing until completion whilst no new work has been awarded under the old panel agreement.
The tender encompasses 21 distinct service categories spanning architecture, software engineering, data analysis, cybersecurity, platform services, testing and project management roles.
Service types range from technical architect and enterprise architect positions through to Java developers, Power BI specialists, cloud administrators and project managers, with both base-level and specialist skill requirements specified.
The department will implement an integrated service delivery model requiring successful contractors to work within hybrid teams alongside DoT staff and personnel from other delivery partners.
This one-team culture approach aims to support knowledge retention, mitigate supply risk and enable access to skilled resources across DoT's ICT landscape, whilst maintaining competitive tension through multiple providers.
The tender supports several major technology programmes including DoT's Cloud Transition Program, which involves migrating the Transport Executive and Licensing Information System and associated online applications to public cloud platforms.
DoT's Business Information Systems unit provides services to support more than 1.4 million registered online customers across licensing, registration and transport services for Western Australia.
The department has identified cybersecurity programs, service improvement initiatives and AI enablement projects as key areas requiring external expertise.
The primary work location is specified as the Tassels Building in Innaloo, though hybrid and remote working arrangements may be considered subject to operational requirements and departmental approval.
Comprehensive information security requirements are also specified.
Contractors are required to implement Australian Cyber Security Centre (ACSC) Essential Eight controls at Maturity Level One as minimum standards.
DoT's transformation agenda aligns with the state's Digital WA Strategy and supports broader transport portfolio objectives across the Public Transport Authority, Main Roads, METRONET and other agencies.
