The NSW State Emergency Service (NSW SES) has released a request for tender seeking suppliers to provide satellite tracking devices for its fleet of approximately 400-500 vessels used in flood and storm response operations.

NSW SES have a range of requirements for a comprehensive global positioning system (GPS) satellite vessel tracking solution to address challenges in monitoring boat team movements, maintaining situational awareness during flood rescues, and improving fleet management capabilities.

"Our current ability to track vessels is through the location data provided by the radios that are installed on vessels," the tender says.

"Currently, tracking is only available on some vessels fitted with a radio, and this is limited to areas with Public Safety Network coverage," it continues.

The proposed solution must provide satellite-based location data with updates at intervals of no longer than 15 minutes while vessels are mobile, with a preference for updates every 10 minutes and a highly desired rate of every two minutes.

NSW SES serves as the leading agency for flood, storm and tsunami response in the state.

It requires the tracking devices to operate in harsh conditions with an IP67 (ingress protection) rating or greater, able to withstand the rough usage typical of emergency operations.

Technical specifications emphasise that the solution should require minimal user input for day-to-day operations and be powered by an independent source such as battery or solar, with physical indicators showing operational status and battery level.

The tender has been structured with three components: a mandatory hardware and satellite service component, and two optional installation approaches – simple installation by NSW SES volunteers and complex installation requiring qualified personnel.

Shortlisted tenderers will participate in a functional assessment to validate their proposed solutions, with emphasis on location accuracy, data timeliness, form and functionality, web portal accessibility, and battery performance.

The contract is expected to run for an initial three-year term with options for two one-year extensions.

Tenderers must be advanced prequalified suppliers under Category P01 of the ICT Services Scheme prior to contract award.

NSW SES operates over 230 units across the state, with the satellite tracking system expected to enhance operational capability, improve member safety, increase situational awareness, and support fleet management across its diverse vessel fleet.

Deadline for the tender is June 23, with a November 28, 2025 estimated decision date.
