Department of Health looks to review digital delivery model

The Department of Health, Disability and Ageing is inviting quotations from suppliers to deliver a review of the Department's digital delivery model and define the model for future tranches and sustainment.

The review will aim to deliver a practical assessment of the current end-to-end digital delivery model (including investment through to support), with a focus on identifying opportunities to increase throughput and improve efficiency. 

The purpose of a digital delivery model review is to critically assess how digital services and solutions are currently being delivered specifically within the Ageing and Aged Care Group, with the aim of identifying opportunities for improvement, alignment, and innovation.

This review will ensure that digital delivery methods are fit for purpose and aligned with broader strategic departmental objectives for Aged Care reform and represent value for money. This review will evaluate the performance and cost effectiveness of the approach to delivering changes to existing aged care systems, processes, and technologies.

Additionally, the review will provide evidence-based options to improve governance, manage ongoing compliance, and optimise delivery capacity and scalability to adapt to future demands.

A key focus area is benchmarking the cost of the current digital delivery model against comparable (preferably government) organisations and scale; and identifying opportunities within the current operating constraints to understand the potential reduced cost and/or efficiency gains.

This review will provide the foundations for designing a delivery model to support further investment into digital capabilities, improving service outcomes, and driving continuous improvement across digital initiatives.

The Department anticipates services commencing from mid-January 2026 through to June 2026, but there is a single extension term of six months available.

The review must define a revised delivery model that supports future investment, implementation, sustainment, and continuous improvement. This model should consider the use of third parties or system integrators to deliver outcomes efficiently.
